PenCom launches PENCAP to enable online pension data recapture from Feb 1
The National Pension Commission (PenCom), in partnership with Pension Fund Administrators (PFAs), will on February 1, 2026 launch the Data Recapture Self-Service Platform (PENCAP), a new online application that allows Retirement Savings Account (RSA) holders to update their personal records remotely without visiting PFA offices.
The platform targets RSA holders who joined the Contributory Pension Scheme (CPS) on or before July 1, 2019 and have not completed the mandatory data recapture exercise. PenCom said the initiative is designed to strengthen data integrity, improve service delivery and modernise pension administration through responsible digitalisation.
Why PENCAP Matters
PenCom explained that accurate and up-to-date contributor data is critical to efficient pension administration. Legacy records and incomplete documentation have, over time, caused verification delays and challenges in benefit processing.
By offering a secure and convenient online channel, PENCAP is expected to improve the quality and reliability of contributor records across PFAs, enabling faster benefit processing, smoother verification and better overall service experience for RSA holders.
The Data Recapture Exercise (DRE) began in August 2019 in line with the Federal Government’s directive for data-generating organisations to harmonise their databases with the National Identity Management Commission (NIMC), using the National Identification Number (NIN) as a unique identifier. PenCom’s Enhanced Contributor Registration System (ECRS)—integrated with the NIMC database—authenticates contributors and existing RSA holders who are yet to recapture.
However, the requirement for physical visits to PFA offices has slowed progress, leaving many eligible RSA holders unrecaptured for over six years. PenCom believes the self-service option will significantly increase participation.
How the Self-Service Process Works
The recapture process is fully online and requires a smartphone, computer or any internet-enabled device with a camera. RSA holders can access the portal at https://pensionrecap.pencom.gov.ng/ to create a secure user profile using a personal email address.
Contributors will complete the online Data Recapture Form, upload supporting documents where necessary, undergo biometric verification via live facial capture, and provide a digital signature to confirm authenticity.
After submission, the contributor’s PFA reviews the application within the stipulated processing period. RSA holders receive email notifications confirming receipt and providing status updates, including reasons for any rejection—ensuring transparency and accountability.
Compliance Is Mandatory
PenCom stressed that RSA holders who enrolled on or before 1 July 2019 and are yet to recapture must use the online window to update their records and migrate their data to the ECRS using their NIN.
Completion of the exercise is required to access critical pension services, including:
Processing of retirement benefits
Use of RSA balances as equity for residential mortgages
Temporary job loss withdrawals
Transfer of RSAs between PFAs
Participation in the Retiree Enrolment and Verification Exercise
Eligible RSA holders who fail to complete data recapture will be unable to access these services.

RSA holders who prefer in-person services may still visit PFA branches, as PENCAP is designed to complement, not replace, existing service channels.
